I don't have a touch screen available to try this out with but I've done some industrial display work with touch screens. As I recall, it "just works" with wpf in .net 4.0+. If you have a listbox, touch and drag an item in it up or down and the listbox scrolls. If you're unaware how it works then maybe that's not obvious.
