看起来像测试输出指出的问题可能与使用boto3创建资源时未指定任何区域有关。从您的测试输出：

botocore.exceptions.NoRegionError: You must specify a region.

同时检查moto's tests，看起来也总是在那里指定区域。

简单地使用示例区域初始化资源应该可以解决您的问题：

boto3.resource('ec2', region_name='eu-central-1')

moto不嘲笑ec2？
