升级到osx Mojave和python 3.7.2后，我遇到了同样的问题。这对我有用：

如果您使用的是openssl@1.1，则会遇到错误，因为mysqlclient使用/usr/local/opt/openssl，并且该目录中不存在该错误。因此，创建一个名称为openssl的指向openssl@1.1的符号链接。
此shell命令对我有用-
ln -s /usr/local/opt/openssl@1.1 /usr/local/opt/openssl
