Windows 10上的Python法语区域设置不是UTF8吗?

我试图编写一个多平台脚本,在Mac Os上运行正常但在Windows上加载法语本地时失败。我在启动时使用以下代码来加载语言环境,具体取决于主机操作系统:

显然是编码问题。
