这是一个实际工作的问题的愚蠢解决方案！我停止了调试并关闭Visual Studio。然后我重新启动了电脑。在重新启动计算机后再次打开Visual Studio时，我能够运行应用程序而没有任何错误。

即使应用程序已从Visual Studio停止，该进程似乎仍在后台运行。
