<filter>应该放在web.xml中，而不是放在Spring的XML配置中。

Servlet过滤器属于web.xml，而不属于您的Spring上下文。

如果你想要OpenSessionInView逻辑，那么你可以使用OpenSessionInViewInterceptor（而不是OpenSessionInViewFilter），进入你的Spring配置。
