我刚遇到同样的错误，你试过从命令行运行ridk吗？是一个随Ruby一起提供的工具，可以让你安装MSYS，这是Rails所必需的。使用ridk install并获取Base安装和开发工具链，然后重试安装Rails。它对我有用，希望这有帮助！
