Php 7.1.8上的cURL错误60 - Laravel 5.3

Question

我在Laravel日志中收到了这条消息：

我使用Laravel 5.3，PHP 7.1.8，xampp，Windows 8.1

我试过wamp64＆amp; wamp32也有相同的结果。

我能做什么，有什么建议吗？
