我特别需要在没有网络的电脑上安装资源pkg。所以我选择首先使用pip下载，然后将所有下载的文件复制到这台PC然后pip install。

pip install Resource-0.2.0-py2.py3-none-any.whl --no-index --find-links `pwd`

我发现这个cmd没问题。
