我敢打赌你已经安装了Tensor-flow是一个不同的Python虚拟环境。

要解决：

* Open a Conda terminal
* Open AnacondaNavigator
* Environment tab
* Green arrow by environment name
* Open terminal

In terminal hit> "conda install -c conda-forge tensorflow"

观看它安装，关闭终端，重新打开笔记本电脑，它应该可以工作。
