行＆LT;一个不起眼的边缘案例，但我想我会把答案保留在这里以防万一。我创建了该网站，并将其与所有工作正常一起发布。然后我更改了程序集名称以适应我的项目命名标准并重新发布，而没有选择“删除所有文件”，因为它会清除Lets Encrypt扩展设置。但是，这个旧的DLL挂在\ bin目录中，这意味着找到了两个OWIN启动类！

删除旧版本修复了问题。
