自己找到解决方案:

对于根据架构定义基于Message的元素Item,EWS首先要求Item的所有子元素,后跟Message特定的子元素儿童元素。

这听起来非常疯狂(对我而言),但在<t:ToRecipients>元素中交换<t:Body><t:Message>确实解决了问题。

我是通过在代码中交换两个相应的setter来完成的:
