java.net.SocketTimeoutException：SSL握手超时

我只面对这个问题只有特殊网络ie.jio我知道为什么它总是抛出超时错误（可能是因为服务器握手不能完成）但是无法找到任何解决方案。每个其他网络都很好。 任何人都可以帮忙吗？ 这是我上传文件的代码：
