我有同样的问题。当我在sudo模式下安装整个设置时，它得到了解决。请找到我使用的命令：

sudo apt-get update && sudo apt-get -y upgrade

sudo apt-get install python-pip

sudo -H pip install airflow

sudo airflow initdb

sudo airflow webserver -p 8080

我遇到了同样的问题，因为用户没有sudo权限，所以现有答案对我不起作用。对我有用的是在路径中添加bin：

export PATH=$PATH:/usr/local/bin

或者就我而言：

export PATH=$PATH:~/.local/bin

那我就可以跑步：

airflow webserver -p 8080

代替：

.local/bin/airflow webserver -p 8080

airflow webserver -p 8080导致OSError：[Errno 13]权限被拒绝
