id_rsa.pub）添加到服务器/home/$USER/.ssh/authorized_keys文件问题是我只能使用用户的私钥SSH到ubuntu（默认用户）。但我无法SSH到user1用户。

您的文件名错误了。它不是
/home/$USER/.ssh/authorize_key
但是
/home/$USER/.ssh/authorized_keys

由于.ssh / authorized_keys没有对$ USER和组拥有权限而发生问题。
也是chmod -rw-rw-r-- ( 664 )。
