原来，错误在于发布商政策的名称为policy.1.0.winfsp-msil，而不是policy.1.1.winfsp-msil。

要正确重定向ASSEMBLY.dll版本MAJOR.MINOR.*.*，必须将策略程序集文件命名为policy.MAJOR.MINOR.ASSEMBLY.dll。即MAJOR.MINOR版本必须完全匹配。
