我尝试了几个Vagrant版本（v1.9.0，v1.9.1，v1.9.2，v1.9.3），有或没有管理员权限。

我刚刚发现问题的根源：我的Windows用户名中有特殊字符，这会在Vagrant临时文件夹路径中带来编码问题...
