不知怎的，我可以弄清楚（包括我的问题和你的答案）SaveFileDialog.ShowDialog(Me)需要对表格Me的引用。

只有这样，SaveFileDialog才会正确加载而不会出现错误，甚至可以在没有任何其他用户操作的情况下取消其调用。

不幸的是，我将下载部分放入了Inherits System.Windows.Forms.Form未继承的vb类中，因此它没有引用表单（显然需要这样做）。
