为什么CheckedChanged的“工作”处理程序有错误的签名？它需要发件人和eventsargs。

为什么要迭代Gridrows来获取Checkbox和已更改的行？这也有效：

Dim checkbox As CheckBox = DirectCast(sender,CheckBox)

要获取Row，您只需将Checkbox的NamingContainer强制转换为GridViewRow。

Dim row as GridViewRow =DirectCast(checkbox.NamingContainer,GridViewRow)

编辑：你在Postback上重新绑定了ElegibilitySelectedGridview-Grid吗？你应该只在not Page.IsPostback时这样做，否则事件不会触发。
