您无法在MSBuild（Visual Studio 2015）项目中使用CSproj（Visual Studio 2017）程序包。如果您要将Microsoft.EntityFrameworkCore.Tools版本从1.1.0-msbuild3-final更改为例如1.1.0-preview4-final，则应该有效

由于.NET Core 2.0与Visual Studio 2015的兼容性，您必须安装早期版本的EF Core。

我选择了EF Core 1.1.5版本并收到消息：“已成功安装'Microsoft.EntityFrameworkCore.Tools 1.1.5'”
