如果满足以下任一条件，您可能会收到此错误消息：

Windows Installer正在尝试安装已安装在您PC上的应用程序。

包含您尝试安装Windows Installer程序包的文件夹的驱动器将作为替代驱动器进行访问。
SYSTEM帐户对您尝试安装Windows Installer程序包的文件夹没有完全控制权限。您会注意到该错误消息，因为Windows Installer服务使用SYSTEM帐户来安装软件。

错误的最可能原因是安装程序不是由具有所需权限的用户运行。

首先卸载所有python 3版本，然后使用Chocolatey解决此问题

chocolatey install python -y --force
