您引用的DLL可能是不同的版本，或者可能根本没有引用。

有同样的问题，修复了将参数“启用32位应用程序”设置为“true”（在iis应用程序池的高级设置中）。

同样@ViVi已经提到过尝试再次添加引用并重建项目。
