更新到最新版本的Android平台。
cordova platform update android@6.1.0
注意：@6.1.0很重要，否则将安装6.0.0版本，您的问题将无法解决。

资源缓存在您的计算机上，因此您可以删除它们。
尝试删除整个文件夹（包括图标和飞溅）：
resources/android/splash
resources/ios/splash
然后跑了：
ionic resources
