由于使用了sudo，这是一个代理问题。使用sudo启动命令不会确保export http_proxy=<MY_PROXY>之类的导出仍然是最新的。

你应该试试：

python get-pip.py --proxy="[user:passwd@]proxy.server:port"

如果您没有user / passwd：

python get-pip.py --proxy="proxy.server:port"

示例：

python get-pip.py --proxy="192.168.0.12:3128"
