如何在webview之前呈现textview？

在下面的代码中，我试图在textview之后呈现webview。 webview呈现但文本视图似乎嵌入在webview中但不呈现。

嵌入在webview中的textview：

textview已添加到webview之前，因此应该在webview之前而不是在webview中呈现？

将textview添加到framelayout也不会呈现textview：

使用LinearLayout渲染textview但webview不会在textview下面渲染，而是渲染到右边：
