如何使Android ExpandableListView不可滚动？

我无法弄清楚如何使ExpandableListView不可滚动，总是在完整大小和定位在布局的底部，但如果超出界限，还能保持滚动textView的能力。我知道不建议在ScrollView中使用ListView。但是如何实现这一目标呢？现在一切都是这样的：
