Windows手机 - 您已安装最大数量的开发应用

我有一个运行一段时间的Windows应用程序，最近当我尝试在运行Windows 8.1操作系统的Windows手机上部署应用程序时（使用visual studio 2013和windows phone应用程序部署）我收到以下错误：

"You have installed the maximum number of development apps. These apps are installed to your device when you start them in Visual Studio or when you use the App Deployment Tool. Please uninstall one of them and then try again."

我尝试重置手机，在Windows资源管理器中重命名应用和手机，取消注册＆amp;注册手机并卸载其上的所有其他应用程序。

问题出现在两个不同的设备上诺基亚Lumia 630＆amp;诺基亚Lumia 920。
