您应该在MouseDown处理程序中捕获鼠标

private void Canvas_MouseDown(object sender, MouseButtonEventArgs e)
{
    canvas.CaptureMouse();
    ...
}

并在MouseUp处理程序中释放捕获

private void Canvas_MouseUp(object sender, MouseButtonEventArgs e)
{
    ...
    canvas.ReleaseMouseCapture();
}
