找到了解决办法有时msvs_version参数设置不正确是否npm config list检查了msvs_version的值它显示2015。更改了它：npm config set msvs_version 2013并再次检查了值：npm config list 再安装一个包Microsoft Build tool 2013。这与Visual Studio 2013 Express兼容之后，在path以及MSBuild.exe中为User Environment Variable设置System Environment Variable。对我来说，路径是C:\Program Files\MSBuild\12.0\Bin。以“;”开头追加此路径即;C:\Program Files\MSBuild\12.0\Bin。
