最后提出了解决方案。问题是在ContextLoaderListener之前加载了ServletContextListener，因此返回的WebApplicationContext为null，因为必须在ServletContextListener之前加载ContextLoaderListener才能获取rootContext。

我从ContextListener中删除了@WebListener注释，并在添加ContextLoaderListener之后以编程方式在AppInitializer的onStartup方法中添加了此Listener。

现在没有@WebListener注释的ContextListener是：
