To 
 Bitmap bmPhoto = new Bitmap(destWidth, destHeight,
                          PixelFormat.Format24bppRgb);

由于您希望在大多数情况下保持纵横比，因此最终会在图像周围留出额外空间，因此如果您不需要额外空间，请使新图片尺寸适合新目标尺寸
