解决方案是，我们通过IIS服务器（反向代理）访问webervice，IIS是由IIS而不是WAS添加的。按照https://blogs.msdn.microsoft.com/webdevelopertips/2009/08/24/tip-93-did-you-know-php-and-custom-error-pages-configuration/上的说明操作，问题得到解决。
