Windows Server 2016TP5 Sysprep setupdigetclassdevs失败，错误为0

我使用Packer进行Windows Server 2016TP5构建。 ISO从MSDN下载，哈希很好。 我的机器上的Packer在Linux和Windows Server 2012R2上运行良好。 Autounattend和脚本几乎与2012R2相同，所有脚本都可以在使用WS2015TP5的测试VM上成功运行。

问题是sysprep失败并出错 setupdigetclassdevs失败，错误为0

使用shutdown_command A：/sysprep.bat而不是plaintext命令修复 同样的解决方案也适用于2012r2。
