我遇到了同样的错误，发现我的C:\Program Files (x86)\Microsoft Visual Studio 14.0\Common7\IDE\Extensions\Microsoft\Web Tools目录是空的。
通过重新安装 Microsoft ASP.NET and Web Tools 扩展程序来解决此问题。
