更改数据库所有者（db_owner）或将数据库移动到另一台服务器时，可能会发生此错误。这些都是可能的原因。

运行此脚本并重试：

ALTER DATABASE SSISDB SET TRUSTWORTHY ON;

在SSISDB中无法创建新文件夹
