如果您已删除了宝石＆＃39; sqlite3＆＃39;来自你的Gemfile的行，并且在部署到Heroku时仍然会出现错误，你使用的另一个gem可能有sqlite3作为依赖。要帮助找到此依赖关系的源代码，请在Gemfile.lock中查找sqlite3。找到具有sqlite3作为依赖项的gem并将其从Gemfile中删除。完成此运行捆绑包安装后，确保Gemfile中不再存在sqlite3。
所以看起来你应该在本地安装posgresql并主要使用它。最佳做法是在开发和生产服务器上维护数据库奇偶校验。
