SSHException使用Paramiko Lib连接到sFTP时出错 - Python 3.4

我正在使用paramiko库和SFTPClient协议：

sftp.get(remote_path,local_path)
sftp.close()
transport.close()

我得到的错误是：

'Unable to connect to %s: %s' % (hostname, reason))
paramiko.ssh_exception.SSHException: Unable to connect to host: [WinError     10060] A connection attempt failed because the connected party did not properly   respond after a period of time, or established connection failed because connected host has failed to respond
