您可以将代理指定为pip install的参数：

pip install <package> --proxy http://your.proxy.net:8080/

如果您还面临ssl证书错误（在企业环境中也很常见），您也可以将pypi作为可信主机启用：

pip install <package> --proxy http://your.proxy.net:8080/ --trusted-host pypi.python.org
