Svc文件下载而不是浏览（Windows 8）

Question

在下面的代码中，我有一个webconfig文件，我在iis中浏览只下载了一个svc文件（即）FileService.Other Svc文件浏览正常。请帮我解决这个问题。 我放置webconfig请看看。
