看起来你在Heroku上运行的迁移实际上并没有创建表。您可以运行heroku run rails c进行检查，然后尝试ActiveRecord::Base.connection.tables列出您的表格
与Sqlite3 / MySQL相比，PG有时会对迁移产生不同的影响。建议在本地dev上运行PG以镜像迁移并在部署之前解决问题
