如何修改tomcat-users.xml文件？

我想编辑tomcat-users.xml但不知何故我无法打开它，下载它，更改所有权。

我尝试按照命令更改所有权： -

chown root tomcat-users.xml

我尝试按照命令更改权限： -

 chmod 777 tomcat-users.xml

但它不起作用会给我错误

chmod: changing permissions of `tomcat-users.xml': Operation not permitted
chown: changing ownership of `tomcat-users.xml': Operation not permitted
