src/main/resources仅适用于Java资源而非Web静态资源。将CSS和JS资产移至src/main/webapp/WEB-INF/resources/并将以下内容添加到MVC配置中：

<mvc:default-servlet-handler/>
<mvc:annotation-driven/>
