我的weblogic (ver 12.1.3)也遇到了同样的问题。只有在使用wlst启动weblogic服务器时才会出现此问题。

当我使用startWeblogic.sh文件启动weblogic并运行域模板wlst脚本时，错误（CIE Con​​figHelper在线服务不可用。）已经消失，我可以看到模板已成功创建。

这似乎是weblogic wlst中的一个错误。
