Try:

   app.config(
        function ($routeProvider) {
      $stateProvider
                .state('/logout', {
url:'/logout',
              template: '<ui-view>'
          })
          .state('/', {
url:'/',
              template: '<ui-view>'
          })
});

You can Also use external html file, in this case use **templateUrl:'your file.html'**
