将maven-enforcer-plugin:1.4.1与maven:3.0.5一起使用时，我遇到了同样的错误。将执行者版本降级为1.3.1就可以了。如果您使用的是更旧版本的maven，则可能必须降级到较低版本（如1.0.1）。
