回答这个问题：根本原因似乎与Debian的软件包存储库存在冲突。
我将基本图片从buildpacks:jessie-scm更改为buildpacks:trusty。即使是docker的基础debian软件包，我也遇到了一系列问题，因为这些命令失败了：
docker run debian:jessie sh -c "apt-get update && apt-get install -y cmake"
或
docker run debian:wheezy sh -c "apt-get clean && apt-get update && apt-get install -y cmake"
转移到Ubuntu似乎解决了这个问题，所以看起来它可能与Debian的软件包存储库存在冲突。我可以尝试修复它，但Ubuntu可以正常工作（甚至可能更好）。
