我假设您要生成一个包装好的PKCS#8私钥。

然而,PKCS#8在其周围具有内部和外部DER编码结构。内部结构用于识别存储的密钥,即它将指示RSA私钥。这就是被包裹的东西。外部结构将指示私钥是如何被包装的。这是目前所缺少的。

所以发生的事情是解析器没有找到外部结构只是因为你还没有生成它。该结构(部分)在EncryptedPrivateKeyInfo文档中定义,我假设您可以使用the constructor生成它。
