在Ubuntu上，您需要安装libssl-dev才能安装SSL的头文件。：

sudo apt-get install libssl-dev

或通过Synaptic。

安装libcurl4-openssl-dev可能是一个好主意，最后我检查了相关包RCurl所需的内容。
