deb http://archive.ubuntu.com/ubuntu/ precise main restricted universe multiverse

您可以更改为

deb http://ubuntu.saix.net/ubuntu-archive/ precise main restricted universe multiverse

当然，您将使用您所在地区的链接之一。不要忘记保存旧的sources.list。同时将precise替换为您的Ubuntu版本。
