我正在使用Xampp使用php和MySQL开发Web。我是新手，当我开始管理我的Apache和MySQL时，它给了我一个错误，即

如何解决此错误？

我的错误日志是

ErrorCode: 10061.
No connection could be made because the target machine actively refused it 127.0.0.1:80
